The article is more fleshed out, but you still haven't demonstrated its notability in any way. In a nutshell, the notability policy requires all article subjects to have been the subject of multiple, non-trivial work from independent sources. Examples of non trivial coverage would be profiles in a magazine or TV news show, or an investigative piece about the topic, or something similar. You can get more information at WP:Notability.
