Foundation date

im not satisfied with this page casue itr does not say what year the oblast was established and im trying to do research on such matters and all i know right now is Smolensk city was founded in year 863 but im certain that Smolensk oblast must have been formed much later.—Preceding unsigned comment added by 76.244.159.55 (talkcontribs)

are you sure this oblast was started in 1937? make sure you can source it. if your right then you did a great job and answered my question. im also trying to find out the amount of the earths surface area thats south of 60 south lattitude a region that is uninhabited. with no premanent residents just weather reseachers. finding out how much of the earths surface below 60 south latitude would help me also.
