"Silver Bay attained widespread publicity in the 1960s when it was discovered that the Reserve Corporation was dumping taconite tailings into Lake Superior." -- The Reserve Corporation had permits from the State of Minnesota to dump the tailings into Lake Superior. Does it make sense to say "discovered" when it was always public knowledge?

In March 1954, former Minnesota Governor and United States Senator, Edward J. Thye, announced the name of the new taconite town the Reserve Mining Co. is building on the North Shore, "Silver Bay, Minnesota."
