I think the article should renamed Loire (department), so that the Loire (river) article can be named simply Loire.

Justificaton:

  1. In my opinion, the river is much more significant than the department.
  2. By precedent, this is how the articles on the Rhone river and department are handled, and also this is how the French Wikipedia handles them (see fr:Loire and fr:Loire (département)).
