Large number of undefined footnotes

Help in formatting table - NCT

As the increasing amount of entry by different sub-units of NCT, things starts too look messy on the table. I would like to make sub-columns/rows to the NCT sections to have a cleaner list of the entry, however I myself have not have the skills to do proper formatting and afraid would mess it up with my level of skills.
