Per MOS:SEEALSO, links in the "See also" section should be relevant, limited to a reasonable number, enable readers to explore tangentially related topics, and are not otherwise linked in the article. MOS:SEEALSO does not caution against repeating links in navboxes (such as Template:Horse breeds of France), probably because...

Per WP:NAVBOX, "Do not rely solely on navboxes for links to articles highly relevant to a particular article... Navboxes are not displayed on the mobile website for Wikipedia, which accounts for around half of readers."
