This act is vastly vastly vastly more broad than the article currently describes. The petroleum reserve was a tiny part of a sweeping energy reform. The article should be completely rewritten to follow an outline of the actual EPCA of 1975. In its current form, it's akin to an article on the U.S. constitution saying only that it mandates a census every ten years.
