周公is not a Duke,he is a Marquis,公here means “敬辞,尊称男子”,is a term of respect

There is real doubt whether King Chen was indeed too young to rule (some sources claims that he was about 22 or 23 years old at the time of his father's death). Even if he really was too young, the most obvious candidate for regency was Guanshu Xian, next in line of seniority after King Wu himself. So it can easy be arguable that Duke of Chou was usurper and his brothers were right in their rebel
