Institutional dissent

Like many other episcopal conferences, the CEF has been affected by a large bureaucracy that promotes institutional dissent towards the various magisterial directives of the Holy See. These problems should perhaps be mentioned in the article, along with the corresponding controversies concerning openly dissident prelates such as Jacques Gaillot.
