Umana Okon Umana was born in Nigeria on 20th August 1959. He is a former Minister of the Federal Republic of Nigeria with the portfolio of the Ministry of Niger Delta Affairs.[1][2] Before the ministerial appointment, Umana was the Managing Director/Chief Executive Officer of the Oil & Gas Free Zones Authority (OGFZA) of Nigeria.[3][4]

ACADEMIC RECORD

From relatively humble beginnings, Umana has broken record after record in the course of his life, amassing a host of sterling academic achievements as well as career accomplishments.

An old boy of St. Patrick's College in Calabar, Cross River State in Nigeria's South-South region, Umana holds a B.Sc. in Economics from the University of Calabar and an MBA in Finance from the University of Port Harcourt. Umana has participated in numerous professional development courses at Ivy League schools which include: the International Law Institute, Washington DC; London Business School; Columbia University Graduate School of Business, New York; RIPA International, London.

In 2019, Umana received the Executive Certificate in Public Policy from the Harvard Kennedy School, having completed courses in "Leading Economic Growth," "Mastering Negotiations" and "Driving Government Performance" in an elite leadership program at the John F. Kennedy School of Government, Harvard University in 2018 and 2019.

POLITICAL ACTIVITIES

  • He contested for the office of Governor of Akwa Ibom State on the platform APC in 2015[5].[6]
  • In 2019, he was made the Chairman of the Akwa Ibom State Planning Committee for the APC Presidential Campaign Rally.
  • At the national level, Umana was appointed Deputy Director of Logistics for the APC Presidential Campaign in 2019.[7]

CAREER HIGHLIGHTS

Umana joined the public service in Akwa Ibom State as Principal Budget Officer in 1989, and rose through the ranks and was appointed the State Director of Budget in 1998, a post he held till October 2000 when he was appointed Permanent Secretary in charge of the State Budget Office.[8]

In August 2003, he retired from Akwa Ibom State Civil Service when he was appointed Commissioner for Finance by the Executive Governor of the state, Obong Victor Attah.

Under Chief Godswill Akpabio as governor, Umana was again called upon to serve his state and was appointed Secretary to Akwa Ibom State Government in 2007. He served in that position till 2013[8].

Having firmly established himself as an experienced and seasoned technocrat, Umana received the national call in September 2016 when he was appointed by President Muhammadu Buhari as the Managing Director/Chief Executive Officer of the Oil and Gas Free Zones Authority (OGFZA)[3].

During his appointment as the MD/CEO of OGFZA, Umana led a visionary and transformational administration. Under his leadership, OGFZA witnessed a series of great wins and awards which include:

  • In 2018 and 2019, OGFZA won the Presidential Enabling Business Environment Council (PEBEC) Award[9] as the best Federal Agency (among 44 Federal Government Agencies in Nigeria) in the implementation of the Executive Order 001 on Transparency and Efficiency in the business environment[10]
  • In 2019, OGFZA received the Award of Excellence in Productivity and innovation in e-government by the National Productivity Centre.[11]
  • OGFZA also won the following awards of the 'fDi Magazine[12]' (a publication of Financial Times of London): FREE ZONE OF THE YEAR 2018 and BESPOKE FREE ZONE INCENTIVES 2019.

SPECIAL AWARDS

  • Umana was the Best graduating student in the 1976 class at St. Patrick's College, Calabar[2]
  • He received the University of Calabar Foundation Scholarship on Account of distinguished academic performance in 1980.[1]
  • In 1991, Umana received the Akwa Ibom State Public Service Award for outstanding performance.

HOBBIES

An avid golfer, when he is not on the golf course, Umana spends his time reading, playing chess or squash or listening to music.
