Kushiro, HokkaidoKushiro – The city is the main topic of the name "Kushiro." Using Special:PrefixIndex, the redirect points to this city article, and may be a sign of WP:PRIMARYTOPIC, nevertheless, there are some other topics using this name based on that index, but to sum up the readership (as of 9 PM, Manila time

- all in all the total readership is 1,362 readers. For Kushiro (the city), it garnered 1,429 readers so it can be considered as the PRIMARYTOPIC for "Kushiro" name.

The usage of Kushiro as the preferred title for the articleof the larger city as opposed to the smaller town is based on Sakai vs. Sakai, Fukui (the latter is smaller than the former).

The readership stats are based on the pages' page information details. The use of readership stats is based on the opinion of @Sitta kah: in an old RM discussion at Talk:Zamboanga City. Such usage of stats is, according to Sitta kah, a great way of determining the PRIMARYTOPIC.

I chose not to include Kushiro at Talk:Akabira, Hokkaido#Requested move 15 July 2020 since I might expect some debate here, debate that might stall the RM of the other cities.

This RM is also in accordance to the general consensus at "Wikipedia talk:Manual of Style/Japan-related articles/Archive 27#RfC: Mandatory disambiguation for Japanese places?," which agrees that uniquely-named Japanese cities do not require provincial disambiguation.
