"Democratic chairman Paul M. Butler, at left, and Republican National Party chief Leonard W. Hall , right , join in a laugh with moderator Walter Cronkite during a debate at the annual Philadelphia Bulletin Forum in Philadelphia, March 26, 1956, but it was not all smiles and laughs throughout the session. Butler charged that President Eisenhower has indicated he delegates some of his duties while the Republic chairman said that Eisenhower is 'president in every meaning of the word.'"
