Section 3 Article 21 of the Copyright Law of the People's Republic of China (2010) states that copyright is maintained until a) 50 years after the death of a creator or b) when there is no given creator, 50 years after publication by the relevant legal entity/organization. Insofar as the painter is listed as "Anonymous" (佚名), ownership at best could be imputed to a Chinese Communist Party or Chinese government organ presumably responsible for such propaganda work. In this case, the 50 year limit expired on 31 December 2018 at the very latest.
